Chair Lee questions at-risk youth state funding plans

New York City Council · May 28, 2026 · starts 0:39:59 · 1 min 49 sec

Lee asks about $194.5M in baseline state funding and $300M total across agencies. Pletnikoff says no further guidance from the state yet, with the budget possibly being signed during the hearing. The funding is meant as revenue, not expansion.

Linda Lee

Okay, and can you state for the record just how much you estimate the agency has spent on the implementation of Raise the Age from fiscal 2019 to date, which I'm assuming is quite a bit.

Margaret Pletnikoff

Yes, we estimate that we have spent, going back to FY19, $549 million in expense and $133 million in capital.

Linda Lee

Okay, perfect.

Linda Lee

Thank you.

Linda Lee

And for at-risk youth funding, we had asked at the preliminary budget if you had details regarding the $194.5 million in baseline state funding provided,

Linda Lee

which was part of the total of $300 million added across several agencies that the state had given.

Linda Lee

So since the prelim budget hearing, have you received any further guidance or clarification from the state?

Margaret Pletnikoff

We have not, although we're hoping it will be imminent because I believe the governor is probably signing the budget while we're sitting here.

Margaret Pletnikoff

Right.

Margaret Pletnikoff

But it did finally pass legislature last night, so hopefully we'll be able to get more details soon.

Linda Lee

Perfect.

Linda Lee

And if you could let us know which programs and services it'll fund, that would be great for follow-up.

Linda Lee

And the $300 million is definitely a significant portion of funding for the new fiscal year.

Linda Lee

And have you developed any plans for how it will utilize the funding for FY27 and beyond?

Linda Lee

Have those conversations happened?

Linda Lee

Not yet.

Margaret Pletnikoff

Not to my awareness.

Linda Lee

Okay.

Linda Lee

So for follow-up, if you could let us know which programs you're thinking of expanding, reworking, adjusting, that would be great.

Margaret Pletnikoff

Right.

Margaret Pletnikoff

My understanding about the $300 million is it's not meant for expansion, but meant as revenue.

Linda Lee

Revenue.

Linda Lee

Okay.

Linda Lee

If you could, yeah, either way, that would be great if you could follow up.

Linda Lee

And I think that's it for now, but I'm going to pass it over to Chair Stevens.
