Chair Lee questions DYCD on Compass RFP funding breakdown and contract registration

New York City Council · May 28, 2026 · starts 2:50:24 · 2 min 26 sec

Lee asks for the breakdown of school-based versus center-based Compass budgets and whether contracts will be registered by the school year. Officials commit to timely registration, with 50% of contracts already in process and a plan for cash flow support.

Linda Lee

And then just really quickly moving over to Compass, because I know you all have been putting a lot of effort into the new RFPs.

Linda Lee

And I got to say, I started my, I did my first year social work degree at a Beacon program, so I just want to plus one to what you're saying.

Linda Lee

But I know you said there was $727 million total for the RFPs, and so what's the breakdown with the school-based versus the center-based budgets?

DYCD Official

I don't have that offhand.

DYCD Official

I can get back to you on that.

DYCD Official

I don't want to give you wrong information, but I can get that to you.

Linda Lee

Okay, perfect.

Linda Lee

And now that you have provided the list of new providers who will be entering the Compass system, does the agency feel there's enough time to...

Linda Lee

I think I processed the contracts by the beginning of the FY27 school year.

Linda Lee

I know that's a challenge that you guys are trying to push through.

Linda Lee

So just wondering if you could speak to that.

DYCD Official

Thank you for the question.

DYCD Official

We are committed to ensuring that the contracts are registered on time.

DYCD Official

We have a team that's dedicated to moving with the providers.

DYCD Official

We've had sessions with the providers to ensure that they are clear on the documents that are needed.

DYCD Official

We're working very closely with MOX as well as the Comptroller's Office to expedite registration.

DYCD Official

Know that the timeline is very, very tight, and we're planning to, you know, the biggest thing for providers is cash flow, so we are making sure that we have a plan in place for those that may not be registered on time.

DYCD Official

So we are definitely committed to getting them registered as quickly as possible.

Linda Lee

Okay.

Linda Lee

And you've got to include OMB in that conversation, too, in the Comptroller's Office, because we've got to get those contracts registered quickly.

Linda Lee

And what is the target date for completing the new contracts, and does the agency foresee any obstacles in meeting the target date?

Linda Lee

I know you just mentioned some of those things, but...

Linda Lee

What's like the final sort of deadline that you guys are hoping to complete?

Linda Lee

So.

DYCD Official

Currently for our timely registration, we have about at least 50% of our contracts already in our pay department for registration.

DYCD Official

For Compass, for center-based, about 30% are already getting processed.

DYCD Official

So we're confident that we're moving forward.

DYCD Official

In the next week or so, our school-based awardees will start getting their contracts in the next couple of weeks.

DYCD Official

So we're doing what we can, and we're hopeful that by a month or so, all providers will have their contracts and we'll be moving forward.

Linda Lee

Okay, great.

Linda Lee

And what was the final number of applications received for both the center-based and the school-based providers?
