Chair Stevens questions CPS hiring timeline and training completion rates

New York City Council · May 28, 2026 · starts 2:04:08 · 1 min 50 sec

Stevens asks about background check timelines and onboarding for child protective specialists. Officials report about six weeks for background checks, several months of training at Satterwhite Academy including simulation, and approximately 70% of candidates complete the process.

Althea V. Stevens

What is the typical timeline for frontline staff, such as child protective specialists?

Althea V. Stevens

Does ACS perform its own background checks on candidates?

Althea V. Stevens

If so, how long does it take?

Althea V. Stevens

And if not, how does those background checks take place?

ACS Official

There is a background check policy.

ACS Official

It varies by position what's required, and so it would vary how long it takes.

Althea V. Stevens

Do you have like an average?

ACS Official

It's about six weeks.

Althea V. Stevens

Six weeks.

ACS Official

The expert.

Althea V. Stevens

How does the onboarding typically take place and train a child protective specialist?

Althea V. Stevens

And what is the percentage of CPS candidates provided job offers actually complete the hiring process and onboarding?

Althea V. Stevens

What difficulties has ACS faced in hiring those workers?

Althea V. Stevens

And what is ACS doing to address those issues?

ACS Official

So we have a very extensive training program for new CPS.

ACS Official

They spend several hours.

ACS Official

months at the Satterwhite Academy and that also includes we have a simulation site where part of the job is practicing what it's like to go to court what it's like to go to home

ACS Official

and then they go into a training unit in their offices where they have a small caseload and less complicated cases and then they go back to training in the academy

ACS Official

because they'll have had a better sense of what the job's like when they've done a few cases and they go back to the academy.

ACS Official

So it takes several months, and I think about 75, like about three quarters complete.

ACS Official

Is that right?

ACS Official

Sorry.

ACS Official

Closer to 70%, sorry.

Althea V. Stevens

Those are all the questions I have now.

Althea V. Stevens

I still have a number of questions.

Althea V. Stevens

We'll send them to you in writing because I know we are kind of pressed for time.

Althea V. Stevens

And so just want to just remind our colleagues and you guys to try to be as succinct as possible because DYCD is in the other room waiting, please.

Althea V. Stevens

Thank you.
