Councilmember Maloney asks about recourse for disrupted services

New York City Council · May 28, 2026 · starts 3:16:49 · 1 min 39 sec

Maloney asks about recourse if new providers don't meet community needs, noting lost services like sports and arts. Escamilla-Davies expresses confidence in new providers' responsiveness and commits to taking necessary action if they underperform.

And with principals that did not get their first ranking, we're going to be working to help that transition on the ground to really think about ways to be a bridge and to make sure that they are centering this choice around children, youth, and families.

Virginia Maloney

And my last question, I know I'm out of time here, is if there's a chance to re-evaluate these decisions, and we're signing up for a six-year RFP, so if these

programs are not meeting the needs of the community.

Virginia Maloney

For example, in this case, there are scopes of services like sports, arts, or academic enrichment that the prior provider did offer that the new provider does not, which can be very disruptive for the youth and the families.

Virginia Maloney

And that's who I'm representing today.

Virginia Maloney

What's the recourse on the line?

Sandra Escamilla-Davies

I want to say two things.

Sandra Escamilla-Davies

The first is that I know how resilient young people are and how adaptable they are to change.

Sandra Escamilla-Davies

And I also know how responsive providers are to children, youth, and families and how they will tailor their services to meet the needs of young people.

Sandra Escamilla-Davies

Yes, it is a new process.

Sandra Escamilla-Davies

Yes, there will be an on-ramp.

Sandra Escamilla-Davies

But I believe that at the end of this, that there will be responsive services that center young people.

Sandra Escamilla-Davies

And yet, if they do not, like any other process at DYCD, we will take the necessary course of action.

Virginia Maloney

Thank you very much.

Linda Lee

Just really quickly, I know you guys said that you're going to be doing a briefing with the providers and a debrief around the folks who aren't viable.

Linda Lee

Can you please make sure you share the information with us and also let us know when that's happening so we can possibly participate and support?

Linda Lee

Thank you.
