CM Brewer on insurance versus Milford program and AI training

New York City Council · May 29, 2026 · starts 5:05:51 · 1 min 58 sec

Brewer asks why the city isn't using the existing Milford insurance program and raises concerns about AI training for workers, citing David Greenfield's mandatory Friday AI training program at Met Council.

Gale A. Brewer

Thank you very much.

Gale A. Brewer

On the insurance, I mean, may he rest in peace, Dick Ravitch and now John Crotty, they have the Milford program.

Gale A. Brewer

Why are we not just using that insurance, which is supposed to be for affordable housing?

Jeanne Peck

I think we believe that

Jeanne Peck

Having it be a city-backed creates efficiencies that the private sector can't benefit from, which is the overhead and the profit margin as well as the cost of capital.

Jeanne Peck

I think Milford did have, but it was not successful.

Jeanne Peck

So we came in and came up with a solution with city capital.

Gale A. Brewer

Okay, I'd like to hear more about that.

Jeanne Peck

Oh, see, tax levy, sorry, not capital.

Gale A. Brewer

I want to hear more about that from John, but okay.

Gale A. Brewer

The other question I have is just in terms of AI.

Gale A. Brewer

I know you heard about it from the speaker, but what, I mean, I'm supportive generally, but I know that the person who's doing most is David Greenfield, who has a large nonprofit.

Gale A. Brewer

Working with people who are trying to get food, and he trains every single Friday.

Gale A. Brewer

He has a massive training for his employees on AI mandated.

Gale A. Brewer

So my question is, what are we doing as a city to try to do something similar?

Gale A. Brewer

so that people are part of the solution and not left behind.

Jeanne Peck

Yeah, I think this is something, AI is something that we are keeping a close look at.

Jeanne Peck

We do have at EDC some programs, probably not on the scale that would be incredibly impactful, but we do have some library programs that are educating people to get to communities through the libraries.

Jeanne Peck

We have AI Nexus, which is helping some small businesses.

Jeanne Peck

Can learn about AI and how it impacts their businesses.

Jeanne Peck

So we are doing some of that, but it's something that we need to keep a close watch on and dynamically.

Gale A. Brewer

So you don't have any training money to do what David Greenfield's doing for Met Council?

Jeanne Peck

We don't have that right now.

Gale A. Brewer

Okay.

Gale A. Brewer

In terms of specific issues,
