Q&A

Restler on 1LIC street safety and public realm project funding

New York City Council · May 29, 2026 · starts 1:53:42 · 2 min 22 sec

Restler asks about funding for lighting studies, public toilets, and pedestrian improvements committed under 1LIC. Beaton confirms all projects are fully funded and moving forward as promised in the points of agreement.

Lincoln Restler

One of them was $1.25 million for a comprehensive lighting study in Law and City IBZ to be completed by 2026, $700,000 for an automated public toilet at Court Square to be completed by 2026.

Lincoln Restler

by 2027, $250,000 for a study of possible public ground improvements under the Queensborough Bridge ramps to be completed by 2027.

Lincoln Restler

Can you clarify whether the funding is committed to these projects in the executive budget?

Eric Beaton

We're fully funded for all the commitments made in the points of agreement of the rezoning, and they're all moving forward, as promised.

Lincoln Restler

Okay.

Lincoln Restler

Do you know what page we can find these projects?

Lincoln Restler

Because we've been reading every single page, and we could not find it.

Eric Beaton

I think you might be looking in the capital plan, but they're folded into some of our expense.

Lincoln Restler

Okay.

Eric Beaton

So that might be the issue.

Eric Beaton

Thank you.

Lincoln Restler

Can I just ask one more question?

Lincoln Restler

Okay.

Lincoln Restler

On the timeline of these projects funded,

Lincoln Restler

So we're seeing that you are saying on record that the timelines of the commitment will be on the POA.

Lincoln Restler

The city also committed $30 million in pedestrian and cycling infrastructure improvements along the 44th Drive corridor and $13 million to create an intermodal hub at 21st Street Station with designs both projects beginning in

Lincoln Restler

2089 to 2029.

Lincoln Restler

The capital funds of these projects beginning in 2029 of June to June 2032.

Lincoln Restler

Can you clarify the start date for the capital funding of the 44th corridor improvements?

Lincoln Restler

And will this funding timeline present any delays to the city's committed timeline to begin design 28?

Lincoln Restler

And do you expect any need for additional funding to complete these projects?

Eric Beaton

Thank you for the question, Councilmember.

Eric Beaton

So we're actively scoping the projects, which means that we're getting the package ready to transmit to DD.

Eric Beaton

for them to start design.

Eric Beaton

Let me...

Eric Beaton

So to your last question about other funding needs, no.

Eric Beaton

We feel that what was promised in the POA will be the accurate funding need.

Eric Beaton

We're in preliminary scoping for 44th Drive right now, and then the Center of Vernon Boulevard project will follow after that.

Lincoln Restler

Okay, thank you so much for those answers.

Lincoln Restler

We're going to follow up in writing with all these questions on the details, especially on the waterfront greenway and everything else.

Lincoln Restler

And we'll also follow up for written criteria on how you calculate and evaluate what intersections qualify for dealing.

Lincoln Restler

Thank you so much to both the chairs.

Margaret Forgione

Councilmember.
