Feliz and Tisch discuss hiring impact on overtime

New York City Council · Jun 1, 2026 · starts 0:44:26 · 1 min 22 sec

Feliz asks how hiring to full headcount would offset overtime costs. Tisch uses the summer 12-hour tours as an example of where increased headcount could reduce overtime needs.

Oswald J. Feliz

So with increased initiatives to recruitment, can you explain how hiring to your full-time headcount would offset some of the overtime costs?

Jessica Tisch

Well, look at what's going to happen this summer as an example, where we're going to have to move to...

Jessica Tisch

12-hour tours for at least one week.

Jessica Tisch

We expect it to be from July 1st to July 7th, and we may need to add additional days closer to the World Cup finals.

Jessica Tisch

We are doing that because we will take everyone, we have three different tours each day.

Jessica Tisch

We're going to take the first platoon, the first tour and the third tour will cover all patrol operations.

Jessica Tisch

Everything in the, meaning responding to 911 calls is an example.

Jessica Tisch

Everyone who works in that middle tour will have to be deployed for, you know, the SAIL 250 and the World's Cup, etc.

Jessica Tisch

So those 12-hour tours that we are forced to work July 1st to July 7th have a significant overtime impact on this department.

Jessica Tisch

An example is an increased headcount would, I guess, offset that type of thing.
