Hanks questions Tisch on Staten Island patrol budget decrease
Hanks asks why Staten Island Borough Patrol budget dropped $7.9M from FY26. Tisch explains the decrease reflects the reorganization moving evidence collection and DV units from patrol to detective bureau, not actual resource reductions.
I'll have a line of questioning that's a bit more local.
So the Borough Patrol of Staten Island is funded at $103.2 million in the FY27 executive plan, down by $7.9 million from the $111 million FY26 adopted level,
primarily in the 20th precinct headquarters at 78 Richmond Terrace and St.
George with parts in the 121st.
Why does the Borough Patrol of Staten Island fall 7.9 million below FY26 adopted level in the executive plan, and what does it mean for authorized officer counts at the 120 and the 121?
precincts.
So as I mentioned, we did a reorganization of department resources last year to better
to streamline, for example, our response to domestic violence, and also to make our evidence collection teams work more closely with our crime scene unit.
And so in doing that, we move those two units from under the patrol services
Bureau to the detective bureau.
Those movements happened across the entire department and they certainly did not take resources away from community members.
It just looks on paper like we've taken resources out of patrol, but those functions still remain just assigned under a different command code.
