Chair Lee on OCS transfers and hospital violence interruption program

New York City Council · Jun 5, 2026 · starts 4:40:47 · 2 min 6 sec

Lee asks about the $3.3M transfer to OCS and whether other H&H programs will move. Katz says no current plans. On the Hospital-Based Violence Interruption Program, Katz describes programs at all hospitals and a recent all-H&H retreat for peer learning.

Linda Lee

Okay, and then just really quickly, because this also has come up, a topic of Office of Community Safety with a few of the hearings we've had so far.

Linda Lee

The executive plan includes a baseline transfer of NGBV funding of $3.3 million to the Office of Community Safety starting in FY28.

Linda Lee

Is the administration planning to transfer any other H&H programs or services that you know of to OCS?

Dr. Mitch Katz

Not at the current time.

Linda Lee

Okay.

Linda Lee

And H&H's Hospital-Based Violence Interruption Program, HVIP, seeks to break cycles of violence by providing interruption prevention community engagement services.

Linda Lee

I assume that it would make sense for the Office of Community Safety to be involved with this program if the program is effective.

Linda Lee

And is this something that the administration is looking into that you know of?

Dr. Mitch Katz

They have not said anything.

Dr. Mitch Katz

Yesterday I was at a really great retreat for all of the programs.

Dr. Mitch Katz

It's one of our initiatives the last year.

Dr. Mitch Katz

These programs all have a sort of historical background.

Dr. Mitch Katz

There was Dr.

Dr. Mitch Katz

Gorder in Brooklyn at Kings County had started a program.

Dr. Mitch Katz

There was a Jacoby program.

Dr. Mitch Katz

And what we have now done is we have programs at all of the hospitals.

Dr. Mitch Katz

As we said, you know, you can have different brands, but we all want you to learn from one another.

Dr. Mitch Katz

So let's figure out a strategy.

Dr. Mitch Katz

And yesterday was their first all H&H retreat together where they spent the whole day figuring out how they learn from one another.

Dr. Mitch Katz

So we're very excited.

Dr. Mitch Katz

We want to respect the traditions, but we also want to figure out what we can learn from each other.

Linda Lee

No, that's perfect.

Linda Lee

Thank you.

Linda Lee

And I feel like that's the best way to learn sometimes is just from your own peers.

Linda Lee

Absolutely.

Linda Lee

And what is the total budget for the HVAP program for FY26 and FY27, as well as the total headcount?

Dr. Mitch Katz

I will have to get back to you on that.

Linda Lee

Okay, perfect.

Linda Lee

Let me pass it off to Chair Narcisse.
