CM Narcisse on H&H headcount changes and residency expansion

New York City Council · Jun 5, 2026 · starts 6:16:59 · 2 min 4 sec

Narcisse asks about nurse and physician headcount changes. Katz confirms 21 physician positions moved to affiliate payroll, not eliminated. Registered nurses increased by 223 across acute care hospitals. New residencies include psychiatry at Kings County and family practice at Metropolitan.

Mercedes Narcisse

Headcount changes.

Mercedes Narcisse

The number of licensed private nurses at H&H has continued to decrease since the first quarter of fiscal 2025

Mercedes Narcisse

from 3.53 to now 3.36 in the third quarter of fiscal 2026.

Mercedes Narcisse

I'm pleased, doctor, to see H&H is working on reducing its reliance on private nurses.

Mercedes Narcisse

However, the number of physicians continued to decrease from 199 in Q4 of the fiscal 2025 to 178 in Q3 of fiscal 2025.

Mercedes Narcisse

Have these 21 positions been moved to an affiliated payroll or were they simply eliminated?

Dr. Mitch Katz

You have it right.

Dr. Mitch Katz

They moved to an affiliate payroll.

Dr. Mitch Katz

So the physicians were not eliminated.

Dr. Mitch Katz

It's just a better way for them and us for us to employ them.

Mercedes Narcisse

Okay.

Mercedes Narcisse

So, and the...

Mercedes Narcisse

The registered nurse, let me go to that one.

Mercedes Narcisse

The registered nurse headcount increased by 223 in Q3 of fiscal 2026 compared to Q4 of fiscal 2025.

Mercedes Narcisse

Which H&H locations are the newly hired nurses staff at?

Dr. Mitch Katz

So it's throughout the acute care hospitals.

Mercedes Narcisse

Throughout.

Dr. Mitch Katz

Yes.

Mercedes Narcisse

Is there any plan to increase the number of residents going forward?

Dr. Mitch Katz

Yes, we're actually increasing the number.

Dr. Mitch Katz

We've opened up an additional psychiatry residency at Kings County.

Dr. Mitch Katz

We're going to open a family practice residency at Metropolitan.

Dr. Mitch Katz

And we're looking right now at growing some of the other residencies as well.

Mercedes Narcisse

Very good.

Mercedes Narcisse

Thank you.
