Chair Cabán on unreleased mobile treatment team funding

New York City Council · Jun 5, 2026 · starts 3:14:28 · 1 min 37 sec

Cabán asks about $4.5M for the STAPS pilot and $11M for IMT providers in FY26 that haven't been released. Anderson says the administration is continuing conversations with Council and defers to OMB. Cabán emphasizes funding is only useful if it gets out the door.

Tiffany L. Cabán

But to that point though, right, on the mobile treatment teams, the city approved $4.5 million to create the steps pilot and $11 million for the IMT providers and FY26.

Tiffany L. Cabán

But those funding streams haven't been released.

Tiffany L. Cabán

And so I guess my question even to...

Tiffany L. Cabán

That is, you know, like as of now, providers haven't been able to apply for that funding.

Tiffany L. Cabán

So is that funding approval, like when is that approval going to come through so that they can do that?

Dr. Alistair Martin

And then pass to Aaron.

Aaron

Yeah, so first, just to circle back on your question about the funding.

Aaron

So for mobile treatment, it's about $12 million from the state.

Aaron

And just pointing out that IMT is fully city funded.

Tiffany L. Cabán

Okay, that's right, because it's not Medicaid reimbursable.

Tiffany L. Cabán

Right.

Tiffany L. Cabán

Right.

Tiffany L. Cabán

Yeah.

Aaron

In terms of the one-time funding for the 4.5 for Act and the $11 million for IMT, the administration, I know, is continuing the conversations with council.

Aaron

So on that piece, we have to defer to the call on OMB.

Tiffany L. Cabán

Yeah, I mean, the funding is only as good as whether it gets out the door or not.

Tiffany L. Cabán

Yeah.

Tiffany L. Cabán

Yeah.

Tiffany L. Cabán

Okay.

Tiffany L. Cabán

I, you know, I, again, would love to see a push to add.

Tiffany L. Cabán

There's definitely a need to clear these wait lists again at a time where we're seeing more and more people be criminalized under the same environment administration

Tiffany L. Cabán

who are living with mental health diagnoses and don't have like a good continuum of care in place.

Tiffany L. Cabán

Will the Office of Community Safety have any role in the oversight of the mobile treatment teams?

Tiffany L. Cabán

Do you know?

Dr. Alistair Martin

At present, there are no plans for us to have them oversee our teams.

Tiffany L. Cabán

And also, I just want to go back for a second.
