Chair Lee on Office of Community Safety and youth clubhouses

New York City Council · Jun 5, 2026 · starts 2:55:22 · 1 min 25 sec

Lee asks about the Office of Community Safety's role with clubhouses. Martin says there's no plan to shift current mental health services to OCS, though he's begun conversations with the OCS commissioner. Lee also asks about state youth clubhouses; Martin says DOHMH likely won't oversee them.

Linda Lee

And will the Office of Community Safety have any role in the oversight of the mental health clubhouses?

Linda Lee

If so, what will that role be?

Dr. Alistair Martin

Yeah, thank you for that question, Chair.

Dr. Alistair Martin

We've been at the work of community mental health for the last several decades here at the department.

Dr. Alistair Martin

And from our standpoint, we're eager to work with anyone who's come into the table with solutions and resources.

Dr. Alistair Martin

And we're eager to work with the Office of Community Safety.

Dr. Alistair Martin

I just spoke with the commissioner this week, and we've begun the process of beginning to lay the foundation of that work that we will share.

Dr. Alistair Martin

At present, there's no plan to shift any of our current mental health services to the Office of Community Safety.

Linda Lee

Okay.

Linda Lee

I'll go back to that in one second.

Linda Lee

But to your point, the state, going really quickly to the youth clubhouses, because the state budget proposed, as you mentioned, the 15 additional youth clubhouses.

Linda Lee

Are you going to be overseeing or managing any of those 15 youth clubhouses?

Linda Lee

Under DOHMH?

Dr. Alistair Martin

I don't think so.

Dr. Alistair Martin

I don't think so.

Dr. Alistair Martin

We may have to circle back.

Dr. Alistair Martin

We typically do not.

Dr. Alistair Martin

We have the clubhouses that are sort of our responsibility, but let's circle back to what the details on that.

Linda Lee

Okay.
