Chair Joseph on tuition adjustment vs enrollment growth

New York City Council · Jun 8, 2026 · starts 0:34:11 · 51 sec

Joseph asks why there is a $25 million tuition adjustment reduction if enrollment is increasing. CFO Gardner explains it is to match actuals to budget levels.

Rita C. Joseph

Thank you, Chair Lee.

Rita C. Joseph

Good to see you, Chancellor.

Félix Matos Rodríguez

Same here.

Rita C. Joseph

In your testimony, you mentioned that enrollment grew nearly 4% over the last fall, mostly in community colleges.

Rita C. Joseph

Basically, post-COVID enrollment jumped up to 9%.

Rita C. Joseph

Can you further explain the tuition adjustment of the reduced $25 million if enrollment is increasing?

Félix Matos Rodríguez

You want to take that?

Félix Matos Rodríguez

I mean, because that's a, those are the projections the city makes, right, based on enrollment.

Félix Matos Rodríguez

So, you want to go?

Ken Gardner

No, it's fine, yeah.

Ken Gardner

I mean, this is just to match the actuals to the budget levels, right?

Ken Gardner

So we have to adjust the budget for the actual expenditure on that category.

Rita C. Joseph

Okay.

Rita C. Joseph

Thank you.
