Council Member Brewer on SCRIE/DRIE increase and implementation

New York City Council · Jun 9, 2026 · starts 0:55:16 · 1 min 39 sec

Council Member Gale Brewer asks about the SCRIE/DRIE increase from $50,000 to $75,000 and how it will be implemented. Commissioner Lee defers to City Hall and OMB on the budget action, noting local law is required, but says DOF already runs the program and expects to administer it quickly once adopted.

Gale A. Brewer

Thank you, Chair.

Jacqueline James

Thanks, Comrade Brewer.

Justin E. Sanchez

Thank you.

Justin E. Sanchez

Good luck with that.

Gale A. Brewer

Thank you.

Justin E. Sanchez

They all put, I know them all, they put their uncle, their brother, their sister in there pretty regularly.

Justin E. Sanchez

I know most of the buildings.

Justin E. Sanchez

I have a question about scree and dree.

Justin E. Sanchez

First of all, thank you to Rita Jen, who comes to our office often and helps with that issue, as well as other staff.

Justin E. Sanchez

So scree and dree, obviously, thank you to the state, $75,000, up from $50,000.

Justin E. Sanchez

So how it goes to the council, goes to you, how is that going to be implemented, how are people going to know about it, et cetera?

Richard Lee

On the screen injury increase.

Richard Lee

So I'll actually refer to City Hall and OMB on that action.

Richard Lee

We are going to be monitoring it, but this is a budget, largely a budget action.

Richard Lee

And so we'll have to defer a little bit to OMB.

Justin E. Sanchez

Okay, so in other words, you won't have anything to do with it until you actually have to implement it.

Richard Lee

Well, yeah, well, local law is required for the...

Richard Lee

I know that.

Justin E. Sanchez

It goes to council.

Justin E. Sanchez

I know.

Justin E. Sanchez

But I'm just thinking, in the end, you're the one that does it.

Richard Lee

Yes.

Richard Lee

So implementation-wise, yes.

Richard Lee

But we're, again, going to look...

Justin E. Sanchez

It depends how long that's going to take or...

Richard Lee

In terms of implementation, I mean, the implementation...

Justin E. Sanchez

They're anxious, very anxious.

Justin E. Sanchez

They love it.

Richard Lee

The internal implementation, I can sort of get back to you on what that will entail.

Richard Lee

We already run the program, so I can't imagine it will be that much more.

Richard Lee

Of a change.

Richard Lee

So I'm less worried about the implementation.

Richard Lee

It's really a matter of local law adoption.

Richard Lee

And so once a decision is made, we will simply go ahead and administer it.

Richard Lee

And I'm pretty confident that we'll be able to administer it very quickly.
