Council Member Brewer on Section 1127 notification clarity for impacted employees

New York City Council · Jun 9, 2026 · starts 1:04:44 · 1 min 32 sec

Brewer asks whether letters to Section 1127-impacted employees clearly explained the miscalculation and amounts. Commissioner Lee says DOF notified through multiple channels including letters, website, and coordination with OLR on labor unions, and Shear notes the business tax and collection system provides a platform for direct contact.

Linda Lee

And then just lastly about the Section 1127 returns.

Linda Lee

So when you sent out the letters to folks that were impacted, was it clearly outlined and explained what this letter was and how the amounts were calculated?

Linda Lee

Only because I think we've been hearing feedback from folks that it just didn't seem clear and they weren't sure how the amounts were calculated.

Linda Lee

I can go back to you on exactly the, you know, whether or not the exact calculations were indicated, but we have reached out through multiple ways to ensure that individuals do.

Linda Lee

know that this was an errant calculation, that it was an errant benefit for the past couple years.

Linda Lee

We have notified it through our website and our compensation process, and our calculation process, sorry.

Linda Lee

And we provided letters, and we also worked closely with OLR to address it with their impacted labor unions.

Linda Lee

I'm happy to have our first deputy commissioner, if I missed any specifics.

Jeffrey Shear

Well, I would just say that if anyone feels the letter was unclear or they want more information, we manage this through our business tax and collection system, and

Jeffrey Shear

it provides a platform for people to contact us directly.

Linda Lee

There's a way for folks to get back to you.

Linda Lee

Okay.

Richard Lee

Yes, there is.

Linda Lee

Okay.
