Council Member Narcisse on underfunded agencies and Department of Corrections

New York City Council · Jun 9, 2026 · starts 1:31:07 · 1 min 6 sec

Narcisse asks which agencies IBO believes are underfunded. Chafee identifies Department of Corrections as not having enough funding, and notes IBO's limited access to H&H financials but coordination to obtain detailed statements, with options like alternate insurance or expanded free clinics to fill coverage gaps.

Mercedes Narcisse

How many agencies that you realize that's under budget, if you have to say, right now, from the budget plan?

Mercedes Narcisse

You have any agencies specifically that you can say that under budget?

Louisa Chafee

Where we believe that the agency receives additional funding or should receive it.

Louisa Chafee

We're concerned about Department of Corrections not having enough funding.

Linda Lee

Yeah, that's...

Linda Lee

I would also add to what Louisa said.

Linda Lee

We have federal changes, local changes.

Linda Lee

report specifically focusing on H&H.

Linda Lee

And we do get access, or we coordinate with them to get their detailed financial statements, so we have that information.

Linda Lee

But we are pretty limited in the amount of information we have.

Linda Lee

But also in that report, we talk about, there are a couple of different ways that the city, the state could fill that gap.

Linda Lee

They could provide alternate insurance for individuals, or they could expand the free clinic options that are available.

Linda Lee

And we fully recognize that.

Linda Lee

Those are maybe at capacity and would require substantial additional funds, but that is an option that we point out in the report.

Louisa Chafee

Thank you.

Louisa Chafee

Time is up for us.
