CM Narcisse questions OMB on homeless services spending and permanent housing

New York City Council · Jun 9, 2026 · starts 1:40:21 · 1 min 55 sec

Narcisse questions why homeless services spending is higher now than during the migrant crisis peak. Solomon emphasizes the primary goal is permanent housing through the block-by-block plan targeting 200,000 new affordable units, while acknowledging the legal obligation to serve the unhoused.

Mercedes Narcisse

How come during the height when we had all the migrants, we were coming in and we have more money for homeless services, we have more money in the budget now for the services for homeless?

Mercedes Narcisse

In our city while during the height of the migrant crisis we had less.

Mercedes Narcisse

So which direction are we going?

Mercedes Narcisse

Are we putting people in permanent housing or we plan to continue using shelters and to serve the population that we have in New York City?

Sharif Solomon

I think as demonstrated in our block-by-block housing plan, we are committed to moving full steam ahead on an ambitious housing plan, 200,000 new affordable

Sharif Solomon

units as our goal, 200,000 units, homes preserved as well.

Sharif Solomon

And so the plan is chock full of strategies to be able to address that.

Sharif Solomon

So our primary goal is to connect New Yorkers with permanent housing.

Sharif Solomon

That is the goal.

Sharif Solomon

That's where we want to be.

Sharif Solomon

We also have an obligation to serve the unhoused, and that is why you see a Department of Homeless Services budget and so on and so forth.

Sharif Solomon

address what had been, as we discussed, chronic under budgeting in primarily the social services area

Sharif Solomon

by adding billions really when you look at shelter, when you look at city FEPS that had been under budgeted, when you look at cash assistance.

Sharif Solomon

Those are three areas among the top six that we talked about in terms of addressing chronic under budgeting, but the goal is

Sharif Solomon

Permanent housing.

Sharif Solomon

That's what we need to focus.

Mercedes Narcisse

I think that's the best way to go next.

Mercedes Narcisse

Let's win this.

Sharif Solomon

Let's do it.

Linda Lee

Nice.
