Majority Whip Hanks questions OMB on community grocery store impact on small businesses

New York City Council · Jun 9, 2026 · starts 3:11:19 · 1 min 26 sec

Hanks asks whether studies have been conducted on how community grocery stores will impact bodegas and local stores. Solomon says EDC is attuned to the issue, the program relates to affordability, and it doesn't have to come at the expense of small businesses. Hanks also asks about engaging council members in siting.

Kamillah Hanks

Thank you, Chair.

Kamillah Hanks

To kind of piggyback off of Chair Lee's questionings regarding the community grocery stores, I don't know if this question's been asked, has the administration conducted any studies on how the community grocery stores will impact small businesses,

Kamillah Hanks

particularly like bodegas or local grocery stores?

UNKNOWN

We are attuned to those issues.

UNKNOWN

I know in speaking with EDC, they are also attuned to that.

UNKNOWN

We also know that through our small business services, we are investing in as much as we can to help small businesses.

UNKNOWN

This is this program.

UNKNOWN

Is something that directly relates to the affordability agenda.

UNKNOWN

And the time now is even more salient when we see costs going up and the fact that the SNAP eligibility looms large.

UNKNOWN

And there are so many factors that are playing into the need for grocery stores in this proposal.

UNKNOWN

So it doesn't have to come at the expense of small businesses.

Kamillah Hanks

Thank you so much.

Kamillah Hanks

So does the administration have a plan on how they'll engage council members whose these grocery stores will reside?

UNKNOWN

We're happy to take that back to our intergovernmental teams and our leadership.

UNKNOWN

Please do.

Kamillah Hanks

Thank you.

Kamillah Hanks

Okay, one more question.
