New York City Council · Jun 25, 2026 · starts 2:01:39 · 1 min 8 sec

Brooks-Powers asks about implementation of Local Law 139 of 2025 requiring ATI assessments within six weeks. Starashevsky says partners have operationalized it but data isn't available yet, and will share when ready.

Selvena N. Brooks-Powers

Last session, the council passed Local Law 139 of 2025 to expedite access to court-based alternative to

incarceration programs by requiring that within six weeks of an attorney's request,

Selvena N. Brooks-Powers

An assessment would be conducted to determine if a person is suitable for a program.

Selvena N. Brooks-Powers

Can you give us an update on where things stand with the implementation of this law?

Selvena N. Brooks-Powers

And are attorneys requesting assessments?

Selvena N. Brooks-Powers

Have you been able to meet the statutory timeline to turn those assessments around within six weeks?

Member of the Public - Jill Starashevsky

So that portion of the law was passed last year, and I believe the operational date was this spring, and so our partners have operationalized it within the program.

Member of the Public - Jill Starashevsky

We don't have the data on that yet, but we will have the data on it shortly.

Selvena N. Brooks-Powers

And you can share it with us once it becomes available.

Selvena N. Brooks-Powers

Do you have an idea of a timeline on that?

Member of the Public - Jill Starashevsky

I'm not sure of a timeline, but we can get it back to you.

Selvena N. Brooks-Powers

Okay.
