Council staff calls the meeting to order, welcomes attendees to the Finance Committee vote, and reminds everyone to silence electronics and not approach the dais.
Chair Linda Lee opens the meeting, announces the vote to adopt the FY2027 budget, and acknowledges all committee members present including Brooks-Powers, Feliz, Avilés, Restler, Hudson, Mealy, Narcisse, Williams, Aldebol, Maloney, Sanchez, Wong, and Morano.
Chair Lee thanks Speaker Julie Menin for her leadership, and expresses deep appreciation for the Finance Division staff including Director Nathan Toth, Managing Director Jonathan Rosenberg, deputy directors, chief economists, chief counsel, and senior counsel who prepared briefings and reports for the budget.
Chair Lee gives special recognition to the finance administrative staff and legislative documents unit, naming Nicole Anderson, Michelle Bhatti, and others, as well as the sergeants at arms and her own district office staff for keeping operations running during budget season.
Chair Lee outlines the budget's key investments including $14. 4 million for parks, $1 million for libraries, $4.
Chair Lee lists the nine categories of items requiring a vote: FY27 expense budget, contract budget, capital budget (Reso A and B), expense and revenue budget modifications, community development program, three property tax resolutions, four late payment interest rate resolutions, and a transparency resolution, plus reminders about Schedule C disclosures.
Committee clerk Billy Martin calls the roll with all items coupled. Chair Lee votes aye on all.
Council Member Feliz discloses associations with CUNY and Volunteers of America and votes aye. Abreu votes aye.
Council Member Narcisse discloses associations with NYU, Brookdale Hospital, and Hope Incorporated through her partner and child, voting aye and thanking Speaker Menin and Chair Lee.
Council Member Aldebol discloses her business is associated with NYPD and votes aye. Maloney discloses her sister serves on the board of the New York Foundation for Senior Citizens and her parent is associated with CUNY, the Floating Hospital, 92nd Street Y, and Metropolitan Opera, voting aye.
Council Member Wong asks for clarification on bill numbers for the late payment interest rate resolutions, citing 2274, 2176, and 2182. After discussion with staff, he votes yes on all items except the 6% interest rate resolution, on which he votes no.
Council Member Morano discloses associations with DOE, Lou's Helping Hand, Victory for the Voiceless, Prospect Heights Open Street, Columbia University, CUNY, YMCA, and Italian Club of Staten Island.
Council Members Gennaro and Marte are called and vote. Council Member Brooks-Powers discloses associations with Delta Sigma Theta Sorority and YMCA, and that her child is associated with DOE, Edge School of the Arts, and Community Youth Care Services, voting aye on the budget.
The committee clerk announces results: preconsidered resolutions on organizations, community development, expense, revenue, and contract budgets adopted 14-1; interest rate resolutions for 6%, 9%, and 16% adopted 13-2; the 2. 5% interest rate and executive capital budget adopted 15-0.
Chair Lee confirms all items have passed, closes out the committee vote, thanks everyone, and congratulates the committee on the adopted budget.
