Public testimony: Keith Suber, Coney Island resident, supports project

New York City Council · Jul 1, 2026 · starts 0:44:29 · 2 min 21 sec

Keith Suber, a longtime Coney Island resident, supports the development, noting the property has been dormant, crime-infested, and dark for years. He references $20 million in improvements by management since 2013, mentions the late tenant president Sheila Boyd who supported the project, and calls for holding developers accountable to their commitments.

Member of the Public - Keith Suber

Good morning.

Farah N. Louis

Good morning.

Member of the Public - Keith Suber

How are you two on today?

Member of the Public - Keith Suber

I'm okay.

You may begin your testimony, Keith.

Member of the Public - Keith Suber

Yes, good morning.

Member of the Public - Keith Suber

My name is Keith Suber.

Member of the Public - Keith Suber

I'm a longtime resident of Coney Island.

Member of the Public - Keith Suber

I happen to definitely know that the neighborhood itself,

Member of the Public - Keith Suber

is a place that people really do need help.

Member of the Public - Keith Suber

And that particular property, Ocean Towers on West 24th Street, they're looking to do the new building on 25th.

Member of the Public - Keith Suber

I know that since the new management took over in 2013, they invested about $20 million to get everything up and running.

Member of the Public - Keith Suber

They're trying.

Member of the Public - Keith Suber

The main thing about the property itself, the new that we're talking to develop on, it's been dormant for so many years.

Member of the Public - Keith Suber

It's crime infested.

Member of the Public - Keith Suber

It's dark there.

Member of the Public - Keith Suber

There's so much going on where it needs some sort of development.

Member of the Public - Keith Suber

I think this development would work well.

Member of the Public - Keith Suber

For the community.

Member of the Public - Keith Suber

I've been active with so many different things in the community as far as stopping the violence and jobs, getting people jobs, and I think this would be very, very much helpful.

Member of the Public - Keith Suber

I happen to know Ms.

Member of the Public - Keith Suber

Sheila Boyd very personally.

Member of the Public - Keith Suber

friend of mine, mother.

Member of the Public - Keith Suber

She was the president and she was looking forward to this development.

Member of the Public - Keith Suber

Unfortunately, she's not here with us.

Member of the Public - Keith Suber

So I would like to just, you know, live on and speak on behalf of individuals that we're looking to see that neighborhood, that particular spot has been dormant for years.

Member of the Public - Keith Suber

For years and we need something to be developed there.

Member of the Public - Keith Suber

So I'm grateful for the developers and we're gonna, we wanna hold them to their words and make sure that they say that they do what they say they're gonna do.

Member of the Public - Keith Suber

You know, the green space has been closed since the early 90s.

Member of the Public - Keith Suber

So that the developers proposing for the existing

residential building that's there and to do things for the new building.
