HPD presents East Harlem/El Barrio Article XI amendment request
An HPD representative describes the four-building CLT cluster in East Harlem, explaining the request to convert two commercial spaces at 53 East 110th Street and 201 East 120th Street into community facility spaces and include them in the Article XI tax exemption area, with 38 rental units and three community facility spaces otherwise unchanged from the original project.
So in reference, as the chair mentioned, to a previously approved project by the council on June 13th of 2019 for the East Haro Melbario CLT cluster, HPD is seeking to amend the original project.
So the project area consists of four buildings, which are on the map behind me.
So that is 53 East 110th Street.
304 East 126th Street, 201 East 120th Street, and 204 West 121st Street, located in Council Districts 8 and 9.
Two of these buildings contained areas which were previously designated as commercial space.
These were 53 East 110th Street and 201 East 120th Street.
HPD is requesting that the original project be amended to establish the area's currently designated commercial space to transition to community facility space
and to include these spaces as part of the exemption area to exempt them from real property taxation pursuant to Section 577 of the Private Housing Finance Law.
So the amended project includes approximately 38 rental units and a total of three community facility spaces, but is otherwise the same as the original project.
