Chair Sanchez questions HPD on physical needs assessments for Mitchell-Lamas

New York City Council · Jul 15, 2026 · starts 0:43:09 · 2 min 31 sec

Sanchez asks how often Mitchell-Lamas conduct physical needs assessments. Phillips explains the integrated physical needs assessment (IPNA) requirement for projects entering HPD's pipeline, and Julie Walpert notes 48 IPNAs completed since 2020.

Pierina Ana Sanchez

So I'm just going to ask a couple of questions, and then because we have so many colleagues here, I just want to move things along, and the chair will ask her questions, and we'll go to colleagues.

Pierina Ana Sanchez

So just getting a sense of the physical conditions of Micho-Lama properties across the city, can you give us a sense of how often Micho-Lamas are conducting a physical needs assessment?

Pierina Ana Sanchez

Per property?

Adam Phillips

Yeah, so any project that's coming to HPD or HDC to get financing is required to complete what's called an integrated physical needs assessment.

Adam Phillips

So the IP&A is used to assess the outstanding capital needs, short-term, medium-term, long-term, and it's also an energy audit and provides recommendations to do energy efficiency upgrades.

Adam Phillips

So

Adam Phillips

So every project that comes through our pipeline is required to come with an IPNA.

Adam Phillips

We are constantly seeing Mitchell Llamas come to us for an IPNA or come to us with an IPNA to apply for city capital.

Pierina Ana Sanchez

So of the 134...

Pierina Ana Sanchez

Properties in the city, how many of those have come to the agency in the last five years or whatever timeline you have the answer for?

Adam Phillips

So we have 90 developments in our portfolio.

Adam Phillips

We don't have the exact number that have gone through, that have a current IPNA, but all of the projects that I listed previously that received a loan through HRP, they all had IPNAs.

Adam Phillips

And any project that's closed on financing with us recently would have completed an IPNA.

Pierina Ana Sanchez

Thank you.

Pierina Ana Sanchez

So Mitchell Llamas are not proactively conducting IPNAs.

Pierina Ana Sanchez

They are conducting them when they are coming to HPD for financing.

Adam Phillips

I would say some are and some are not.

Adam Phillips

It depends on the individual housing company.

Adam Phillips

It depends on the individual co-op.

Adam Phillips

Some are more proactive with diagnosing capital needs, while others wait until the last minute.

Adam Phillips

And this is not unique to Mitchell Llamas.

Adam Phillips

We see this with the...

Adam Phillips

Privately owned rent stabilized stock as well.

Pierina Ana Sanchez

And high school students that leave their homework for the last minute.

Adam Phillips

Yeah, exactly.

Pierina Ana Sanchez

How does HPD...

Julie Walpert

I just wanted to add, I'm not sure if...

Julie Walpert

if we were talking about this number, but among the HPD supervised Mitchell Llamas, we've had 48 that have had IPNAs performed since 2020,

Julie Walpert

and another six are currently in the process of obtaining NYSERDA-funded IPNA, which HPD helped to facilitate.
