Council Member Hudson on Tivoli Towers construction oversight and displacement prevention

New York City Council · Jul 15, 2026 · starts 1:11:16 · 1 min 5 sec

Hudson says she'll follow up on Tivoli Towers' ongoing construction issues, and asks what HPD offers households that don't qualify for SCRI/DRI but can't afford increases. Phillips says Section 8 vouchers would be ideal but they're in shortfall.

Linda Lee

And so that would obviously be the case at Tivoli Towers?

Adam Phillips

That should, any project that HPD lends on and any private lender.

Adam Phillips

Yeah, so HDC as the private lender would do monthly walkthroughs for the construction period.

Linda Lee

Okay, it would be great.

Linda Lee

My office will follow up with you directly on that because Tivoli Towers has had ongoing construction for years and continues to find new issues and concerns.

Linda Lee

And so I'll follow up on that one.

Linda Lee

For Mitchell-Lama households that do not qualify for scree and dree but still cannot afford rent increases, what additional assistance or policy options is HPD considering to help prevent displacement?

Adam Phillips

So ideally, we would be able to offer Section 8 vouchers to those households.

Adam Phillips

Fortunately, we're in shortfall, so we don't have that ability at the moment.

Adam Phillips

I would say the best thing we can do is advocate for additional federal resources so we have more Section 8 to offer tenants.

Crystal Hudson

Okay.

Crystal Hudson

Thank you.

Crystal Hudson

That's it.

Crystal Hudson

Thank you.
