New York City Council · Jul 16, 2026 · starts 0:39:06 · 1 min 45 sec

Council Member Shirley Aldebol discloses her brother-in-law works for the Department for the Aging. As Civil Service and Labor Chair, she explains her support for Intro 692A, calling paraprofessionals vital to public education and arguing the non-pensionable stabilization payment does not interfere with collective bargaining. She votes yes on all items.

Council Staff

Alibol.

Shirley Aldebol

I want to disclose that my brother-in-law works for the Department for the Aging, and I'd like permission to explain my vote.

Council Staff

Permission granted.

Shirley Aldebol

Thank you.

Shirley Aldebol

As the chair of the Committee on Civil Service and Labor, I am excited to vote yes for 692A.

Shirley Aldebol

Paraprofessionals are vital to public education.

Shirley Aldebol

Councilmember De La Rosa's bill takes a significant first step towards fixing the persistent paraprofessional staffing crisis that has been impacting New York City schools.

Shirley Aldebol

Paraprofessionals are critical members of our school environment, providing instructional, behavioral, and physical support to students with disabilities.

Shirley Aldebol

This is an important first step towards recognizing the true value of our city's paraprofessionals, providing them with some reprieve and incentivizing recruitment and retention.

Shirley Aldebol

Just want to be very clear, I have a deep respect for the collective bargaining process.

Shirley Aldebol

This bill's non-pensionable workforce stabilization payment structure does not interfere, in my view, with mandatory subjects of collective bargaining, as it does not attempt to legislate wages or benefits and matters that must be resolved.

Shirley Aldebol

at the bargaining table.

Shirley Aldebol

Congratulations to my colleague, Councilmember Carmen de la Rosa, for her leadership on this bill and for her dedication to our city's power professionals and the students and families who depend on them.

Shirley Aldebol

And thank you, Speaker Manin, for moving this bill to vote on the floor today.

Shirley Aldebol

I vote yes on all.
