Q&A

Morano questions the $25 million revenue projection

New York City Council · Aug 11, 2026 · starts 0:34:50 · 1 min 30 sec

Morano asks how DOF arrived at the $25 million budget projection and what participation rate it requires. Lee says it is an initial projection that will be updated, and notes DOF traditionally collects $75-80 million annually, with $88 million collected in FY2026.

Frank Morano

Thank you, Majority Leader.

Frank Morano

Commissioner, one thing that jumped out at me after seeing your testimony,

Frank Morano

is the adopted budget assumes $25 million from this program.

Frank Morano

How did you arrive at $25 million?

Frank Morano

I'm just wondering if that's a conservative estimate, a target, or something else.

Richard Lee

It's an initial projection.

Richard Lee

It's an initial projection of what is anticipated from this program.

Richard Lee

But as we go through the program, those revenue figures will be updated by the time we get through, like, November, preliminary and executive plans.

Frank Morano

So what participation rate does that assumption require?

Richard Lee

We can get back to you on that one, on the participation rate.

Frank Morano

So one distinction I'd like to understand of that projected $25 million, how much represents money you believe the city would have collected anyway without amnesty?

Richard Lee

We can follow up on those figures right now.

Richard Lee

Besides the $25 million, so including the $25 million, we have currently projected $100.76 million, right?

Richard Lee

So traditionally, we are collecting just around the $75 to $80 million mark.

Richard Lee

For 2006, we collected $88 million.

Richard Lee

So it is in line with our past collection efforts.

Richard Lee

26 was at $88 million.

Richard Lee

So it is above what we normally collect.
