Q&A

Wong asks about proactive outreach to small businesses

New York City Council · Aug 11, 2026 · starts 0:53:13 · 1 min 1 sec

Wong raises concerns that putting information on a website is insufficient for people who don't check websites and asks whether DOF will proactively reach out to small businesses with outstanding ECB judgments. Lee says DOF will use all forms of outreach to connect with eligible respondents.

Shaun Abreu

Council Member Wong.

Shaun Abreu

Yes.

Phil Wong

My last issue is outreach because putting this in a website, you know, is not enough, especially for people that don't check on websites.

Phil Wong

They just automatically, you know, they get automatically deducted from their bank accounts and just get an email.

Phil Wong

So my question to you is, will Department of Finance, if this program

Phil Wong

gets approved, voted on, will Department of Finance proactively reach out to small businesses with these outstanding ECB judgments that may benefit from the program?

Richard Lee

If we have the means to connect.

Richard Lee

With the existing pool of ECB violation individuals, we're more than happy to do that in one form or another.

Phil Wong

Yes, because as I see it now, they will never know about it.

Phil Wong

They might not know about it, you're right.

Phil Wong

Yes.

Richard Lee

So we will, again, we're going to utilize all forms of outreach in order to get respondents to participate.

Phil Wong

Okay, thank you.

Phil Wong

Thank you.
