Councilmember Farías questions on elevator access and parking circulation

New York City Council · Aug 12, 2026 · starts 0:35:30 · 1 min 46 sec

Farías asks about elevator access to the lower parking level, learning Target owns its level as a separate condominium. She suggests exploring construction options to improve traffic flow to the bottom lot, citing Bruckner Plaza's Aldi's as a model for up-and-down parking access, and encourages coordination with Bally's and PepsiCo on traffic solutions.

hopefully we may be able to work with DOT to come up with, you know, a better solution, potentially, again, increasing the use of Lafayette Avenue as opposed to the traffic coming from the service road.

Member of the Public - Jeffrey Klein

Yeah, Adam, if I can just also chime in.

Member of the Public - Jeffrey Klein

Jeff Klein, I represent Simone Development.

Member of the Public - Jeffrey Klein

Councilmember, yes, we were all prepared and hired an engineer that actually did a traffic study and actually did a traffic remediation plan along Lafayette.

Member of the Public - Jeffrey Klein

We were surprised because we were moving ahead with it because we were moving ahead with it.

Member of the Public - Jeffrey Klein

Because the previous administration backed away from the bike lane proposal in Lafayette.

Member of the Public - Jeffrey Klein

So we were good to go on that remediation project.

Member of the Public - Jeffrey Klein

Actually, a week before we presented to Community Board 10, I was in touch with Bronx DOT, and that's when they told us they can no longer work on our plan because it would interfere with their proposed bike lane.

Member of the Public - Jeffrey Klein

So if, you know, that project falls by the wayside like it did in the past, you know, we're still open to do traffic remediation on Lafayette.

Shirley Aldebol

Those are my questions.

Shirley Aldebol

Thank you.

Shanel Thomas-Henry

Thank you.

Shanel Thomas-Henry

I'll now turn it over to Councilmember Farias for questions.

Amanda C. Farías

Thank you, Chair, and thank you, Councilmember Aldebal, for her questions.

Amanda C. Farías

And just to kind of piggyback off of some of those,

Amanda C. Farías

I don't remember from when Party City was open and even from the blood center.

Amanda C. Farías

I recently gave blood there.

Amanda C. Farías

Is there an elevator that goes down that can bring people down to the bottom parking lot?

Amanda C. Farías

Or is that solely for the use of Target?
