Jarboe shows the proposed C8-3 zoning boundary coterminous with the shopping center parcel, noting no density increase is sought. He describes existing conditions: 410,000 square feet of development, 875 parking spaces, and current tenants including Target (below grade), TJ Maxx, Petco, Applebee's, and the NY Blood Center.
And given the size of the shopping center, there is no plan or reasonable expectation that the property will be used for manufacturing use.

Sorry, here we show the existing M12 and the proposed CA3 district, as well as the boundary of the rezoning area, which is coterminous with the shopping center parcel.
We're not proposing to rezone any property we do not own, and no other lots are affected.
The C8 district is intended as a bridge between commercial and manufacturing uses where large amounts of land are typically required, which describes this nearly eight acre site.
The change to C83 would appropriately allow a wider array of, I should say, a wider variety of stores at excessive 10,000 square feet, including a supermarket.

So these photographs show the existing conditions along each frontage, Lafayette Avenue, Brush Avenue, Winter Place, and the Hutchinson River Parkway Service Road.
The site contains about 410,000 square feet of development, of which only about 100,000 is actually zoning floor area.
So it has the floor area of 0.28.
The building rises to a maximum height of 37 feet, and it provides about 875 parking spaces, 606 of which are located on the rooftop or the upper floor of the structure, and about 10 loading berths.
Current tenants include a Target as the anchor tenant on the lower floor, which is located below grade and as a quirk in the zoning does not count as zoning floor area and is therefore permitted as of right.
