Remarks

Council Member Feliz on firearm discharge reporting bill

New York City Council · Aug 13, 2026 · starts 0:52:33 · 1 min 30 sec

Council Member Feliz explains his shots fired bill (Intro 935A), noting that NYPD data only tracks shootings when someone is struck. His bill requires reporting on all confirmed firearm discharges including date, location, borough, precinct, and time. He thanks Speaker Menin and co-sponsor Council Member Ariola.

Oswald J. Feliz

Proud of the many bills that we're voting today and passing, and I'm especially proud and thankful that we're passing my shots fired bill.

Oswald J. Feliz

Public safety is one of the most important duties of city government, and we must ensure that the crime-related data that we have provide a clear and accurate and full picture on the issue of crime in our city.

Oswald J. Feliz

And this is especially true on the issue of gun violence.

Oswald J. Feliz

Now, the NYPD, as we know, provides a lot of data related to gun violence, including shooting victims, also shooting incidents.

Oswald J. Feliz

But the data related to shooting incidents only includes data when someone is struck, which means that if there's a shooting and no one is struck, we don't have data on that.

Oswald J. Feliz

That data is important.

Oswald J. Feliz

It helps us provide or get a clear picture of gun violence in our city.

Oswald J. Feliz

It also helps us track progress that we're making on the issue of gun violence.

Oswald J. Feliz

And it also helps us determine whether additional resources are needed in specific precincts and also specific neighborhoods.

Oswald J. Feliz

My bill will help us get that data by requiring that the NYPD collect and provide data on that, including data on shots fired incidents, including the date, location, borough, precinct, and the time.

Oswald J. Feliz

I just want to thank Speaker Manon for making this bill and the issue of public safety a top priority.

Oswald J. Feliz

I also want to thank my co-prime sponsor, Councilmember Joann-Ariola, for being a strong partner on this issue.

Oswald J. Feliz

I don't know.
