Council Member Hanks on MTA motorcycle toll rebate inequity

New York City Council · Aug 13, 2026 · starts 1:23:18 · 52 sec

Council Member Hanks introduces Reso 594 calling on the MTA to correct an inequity in its resident rebate program, where motorcycle riders do not receive the same lower effective toll that the MTA recognizes for motorcycles under regular toll structure.

Councilmember Hanks, followed by Banks, and then Carr.

Kamillah Hanks

Thank you, Majority Leader.

Kamillah Hanks

Today, I'm introducing Reso 594, calling on the MTA to correct the inequity in its resident rebate program.

Kamillah Hanks

The MTA already recognizes motorcycles as a lower toll class than passenger vehicles, yet under the resident rebate program, motorcycle riders do not receive the same lower effective toll that the MTA recognizes

Kamillah Hanks

for motorcycles under the regular toll structure.

Kamillah Hanks

And this is simply as unfair.

Kamillah Hanks

We are asking the MTA to create a new discount.

Kamillah Hanks

We are asking them to apply their existing toll policy consistently.

Kamillah Hanks

A resident rebate should reduce a toll, not erase an existing toll benefit.

Kamillah Hanks

So I encourage my colleagues to sign on to this resolution and join me in calling for the MTA to fix this inequity.

Kamillah Hanks

Thank you so much.

Julie Menin

Thank you.
