Sanchez thanks the coalition of advocates including ANHD whose testimony made the legislation possible, the HPD team that stewarded the program through pilot phases, and former Council Member Brad Lander who led passage of the original CONH pilot in 2018.

Before we vote, I just want to take a moment to acknowledge first the coalition of advocates whose testimony and partnership made this legislation possible 10 years ago and also today,
