Narcisse thanks Menin for supporting Haitian New Yorkers amid TPS termination, then presents her bill requiring clear signage at parks telling dog owners to pick up waste, noting the unfair burden on parks staff who clean up before visitors arrive.

And before I get to the scoop, I want to say thank you for acknowledging what Haitians are going through in New York City.

And if you have questions how government works, if you have doubts or believe how government can help you out, if you're out there, this is how it is.

Not only that you took the fight on, you stood up with us and saying that those folks that here need fairness.

Mercedes Narcisse

We cannot change the federal because we're not federal, but standing together and the mayors as well stood up and see what the Haitian going through.

Mercedes Narcisse

Those are the folks that came here legally that was asked to come here.

Mercedes Narcisse

And unfortunately, they get cut between what's going on, the politics, whatever it is.

Am I in support of making sure we have immigration reform?

Mercedes Narcisse

Absolutely.

Mercedes Narcisse

And that's where you meet, like when you're Haitian and then you're American and you're in government.

Mercedes Narcisse

Now I have to represent the community where I was elected to do my job.

Mercedes Narcisse

But at the same time, I have to have sympathy and empathy for what's going on with my native land.

Having said all that, I thank you.

Adam Speaker for helping me out, for seeing what's the Haitian going through.

And what can I say?

I'm sad, but I have to keep on doing my work here, what I was elected to do.

Walk through even my parks, Marine Park, Canarsie Park, and my district, and everywhere in town.

Mercedes Narcisse

You have, in the parks, you have seen it, you have smelled it, and you've been upset about it.

What's going on in our parks?

Mercedes Narcisse

We need to do better, right?

Mercedes Narcisse

If you in my parks, Canarsie Park, my district, or nearly any other parks in our city, and you will see kids on the grass, families with strollers and dog waste that somebody decided was not their problem,

parks staff are out there cleaning it up before the rest of us get up.

Mercedes Narcisse

It's unfair to them.

Mercedes Narcisse

My bill, Intro 880, puts signs at park entrances and playgrounds and other facilities inside the park.

In plain language, plain, simple language, pick up after your dog or pick up your SHIT.

Problem from other angles.

Most dogs owners already do the right thing.

And I have to say, I love dogs.

My kids had so many that I had to take care of.

And yeah, I love dogs.

These bills are for the ones, you know, counting on nobody seeing them.

You know, you have seen them at your windows where they see the poops and they try to run and separate themselves from it.

So now we have a way to say, no, this is yours.

Pick it up.

Most dog owners doing it.

So we want everyone to do it.

I know while I'm in the crisis for the Haitian, and I still have to talk about what's going on in our city.
