It appears that finance is relying on mailings to notify owners about this tax, and the only way to confirm that a property may be subject to the tax is to have received a letter.
However, mail does get lost.

And E, state law says for notice to be transmitted by electronic means when practicable.
Why was electronic known as not practicable for this year's implementation, and does finance intend to provide notices electronically in future years?
Number 10, why is there nothing on DOF's landing page or under its
news and updates about the pied-a-terre tax, it should be there in a very prominent and noticeable way.
