Chair Schulman on who is at risk and whether bacteria spreads between towers

New York City Council · Sep 2, 2026 · starts 1:45:46 · 2 min 8 sec

Schulman asks whether someone must enter a building to be exposed and whether Legionella can spread between cooling towers. Martin says the entire geographic area is at risk from mist, and Schiff says they don't know if bacteria spreads between towers.

Lynn C. Schulman

When there is Legionella growth in a building's cooling tower, who is at risk of infection?

Lynn C. Schulman

Does someone have to live in the building or physically enter the building to be potentially exposed?

Commissioner Martin

I'm sorry, Chair.

Commissioner Martin

Can you repeat that?

Lynn C. Schulman

When there's Legionella in a building's cooling tower, who is at risk of infection?

Lynn C. Schulman

Does someone have to live in the building or physically enter the building to be potentially exposed?

Lynn C. Schulman

You're saying no, but I'm just asking.

Commissioner Martin

Yeah, we are concerned when there's a cluster about the whole geography, right?

Commissioner Martin

Because as we talked about earlier, the microscopic water vapor can have Legionella bacteria in it, and it can spread across the neighborhood.

Commissioner Martin

So that's why we issue broad guidance in those zip codes.

Lynn C. Schulman

So here's an interesting question.

Lynn C. Schulman

Can Legionella bacteria spread between cooling towers?

Commissioner Martin

That is an interesting question.

Commissioner Martin

Let me hand it to Corrine Shipp to talk about that.

Corinne Schiff

It is an interesting question.

Corinne Schiff

We have asked it ourselves.

Corinne Schiff

We don't know.

Lynn C. Schulman

Interesting.

Lynn C. Schulman

Do all cooling towers that test positive in a specific area contribute to the cluster?

Commissioner Martin

Do all cooling towers in a...

Lynn C. Schulman

That tests positive.

Commissioner Martin

Contribute to the cluster.

Lynn C. Schulman

In a specific area contribute to the cluster.

Commissioner Martin

Okay, this is...

Commissioner Martin

Yeah, so this is important.

Commissioner Martin

There's two questions that...

Commissioner Martin

we're trying to answer when it comes to the sampling and the testing in the region.

Commissioner Martin

The first question we're trying to answer is, is there a genetic match between the Legionella that's part of the sputum that we get from the patient to a specific cooling tower?

Commissioner Martin

That gives us the ability to say this cluster came from this cooling tower.

Commissioner Martin

So that's the first question.

Commissioner Martin

That's whole genome sequencing can make that match.

Commissioner Martin

There's a separate question that we're asking in a cluster, and that is which cooling towers have high levels of Legionella bacteria in it.

Commissioner Martin

And those two questions.

Commissioner Martin

Are answering different parts of the operations.
