Councilmember Avilés questions relocation scope, right to return, and voucher needs
Avilés asks whether relocation could be out of state; Tompkins confirms it is generally within the neighborhood and always within the city. She then asks about right to return and right-sizing; Adler confirms all insiders have the right to return or a permanent voucher, and right-sizing options are available. Avilés also asks about voucher needs and relocation timing.
Thank you.
Thank you, Chair.
Hi, good morning.
Just some quick follow-up questions from my colleagues.
So of the 44 units that will need to find a new place to live,
Does those provisions include potentially leaving out of state for relocation plans, or is it really, does it focus on remaining local?
Our intention is to get them local.
I'm pretty sure we guarantee that.
Sometimes in relocation.
Developers offer out-of-state relocation.
So I was curious if that is something that you're offering.
The only situation...
I've seen where folks have relocated out of state as if they have a relative or something that they would like to stay with.
But in general, the relocation is usually within the neighborhood and always within the city.
Yes.
Great.
Thank you.
In terms of, so is everyone who will be relocated provided with a right to return?
And are they able to...
Does this include right-sizing apartments if that is in fact what is needed?
Yes.
So the answer to both those questions is essentially yes.
The first one, all insiders are guaranteed the right to return if they want it.
If they don't want it, they are provided a permanent voucher to be able to stay affordably in whatever relocation unit that they've been...
Relocated to.
As far as right-sizing, it's a somewhat complicated process just because of, like I said, the level of occupancy in some of these buildings has not given us a ton of flexibility, but we have given every qualifying household that has been able to
provide documents basically to show the makeup of their household, they all get the option to either right-size in their own building or pending TA approval, move to an appropriately right-sized unit in another building in the cluster.
Got it.
And then lastly, in terms of the monthly maintenance projections that you put on, I'm not sure I understand how it works for those returning residents with the subsidy.
How does it work?
additional $1,000 monthly maintenance fees when you're on restricted income?
That's where the rental choice vouchers will come in.
Either it will be Section 8 if available or an alternative city voucher if Section 8 is not available at the time.
Of the 44 residents that are currently there, how many of them do you expect will need a voucher?
We don't have their income information yet.
We will be taking that prior to relocation, of course, but we expect it will be a very large chunk of them.
Got it.
And lastly, when do you anticipate the residents needing to move out?
Hopefully as early as December.
If not, it would be January, February.
And the relocation process hasn't quite started yet?
No.
Okay.
Okay, thank you.
