Committee staff welcomes attendees to the Consumer and Worker Protection committee vote, asks everyone to silence electronics and not approach the dais.
Chair Harvey Epstein opens the Consumer and Worker Protection Committee meeting and announces the committee will be voting on Intro 813A.
Chair Epstein introduces himself and notes the council members present both in person and on Zoom: Wilson, Hanks, Ossé, Banks, Schulman, Ariola, and Aldebol.
Epstein explains that Intro 813A allows DCWP to refuse to renew, suspend, or revoke a tobacco or electronic cigarette retail license when a dealer is found to be illegally selling cannabis.
Epstein discusses the 2019-2020 Albany effort to legalize cannabis through the MRTA and how the illegal market undermines the legal market, making enforcement tools essential.
Epstein references a June hearing where the committee heard that unlawful cannabis sales remain rampant across the city, and that this bill attempts to address that problem.
Epstein shares that in 2025 alone, nearly 4,000 pounds of unlicensed cannabis products were seized, worth over $20 million, underscoring the scale of the illegal market.
Epstein thanks his colleagues for attending and asks the committee clerk to call the roll for the vote on Intro 813A.
Committee Clerk Matthew DiStefano calls the roll. Epstein, Brewer, De La Rosa, Hanks, Krishnan, Ossé, Schulman, Banks, Aldebol, Wilson, and Ariola vote, with Banks offering congratulations to the Chair.
Clerk announces the vote result: eight in the affirmative, zero in the negative, no abstentions. The item is adopted.
Epstein thanks everyone for their patience, notes the committee will hold the vote open for a few minutes in case additional members arrive, and acknowledges members have other hearings and commitments.
Chair Epstein adjourns the committee hearing after holding the vote open for late-arriving members.
