Chair Sanchez questions on ADU pre-approved plans and LPC map
Sanchez asks how many homeowners have used pre-approved ADU plans (none yet, as they suit standalone units which are rare) and when DOB will promulgate manufactured ADU rules (by end of year). Tagani confirms LPC released its ADU map in June with fact sheets for historic districts.
I'm going to ask a couple questions on ADU rollout because I know that Commissioner Tagani has a hard stop very soon, and then I'm going to do my final questions.
So since launching ADU for you in March, can you share how many homeowners have used the pre-approved plans and how many expedited ADU permits DOB has issued?
Do you want to?
No.
So it is my understanding so far we have not had somebody get into the pipeline who has used the pre-approved plans.
Again, I think the big issue there is that those plans are appropriate for standalone ADU units, and we are seeing a fairly few number of standalone units in our pipeline.
These are more conversions of existing structures, as I've said, though we are starting to hear from our pre-development partners like Neighborhood Restore and elsewhere that we may have some
homeowners who do have an appropriate piece of land that would allow for the pre-approved designs, and we're very much looking forward to see those come through.
Only addition in the broader pipeline, we do have one.
They're using the CDA studio design.
And for all the same reasons, again, appropriate lot size to be able to do this.
And as I indicated, nearly half of the applications we've gotten now, the 261 based on numbers from mid-August, are looking at basement, attic, and cellar conversions.
Got it.
Thank you.
So did you mention earlier that there have not been any plus one ADU awards?
Or there's 27 in the pipeline?
27 in pipeline and another 17 that we're expecting into the pipeline this relatively soon.
But no awards have been made so far.
I mean, those are tentative awards.
I guess we would argue that until they're started construction and through construction, has the award been made or committed?
I would argue they're committed.
Got it.
Thank you.
And then DOB will promulgate rules for manufactured ADUs later this year.
When?
We hope to have the process wrapped by the end of this year.
And when will LPC release, recognizing LPC is not here, but do you know when LPC will release its online map showing where ADUs can be built in historic districts?
That map was actually released, I think, end of June of this year.
In addition to the map, they have a fact sheet and guide to assist homeowners looking to develop ADUs on their properties.
Thank you.
I'm going to go out of order.
Thank you, Commissioner.
Those are the questions I had for you.
