Q&A

Won questions diagnosing intermittent issues and 70% success rate

New York City Council · Sep 9, 2026 · starts 1:36:00 · 1 min 18 sec

Won presses on why the system wasn't switched to backup sooner. Gelobter explains 70% of calls were being handled, making the issue appear intermittent, and they didn't know PSAC 2 routers were the problem until 9:50 a.m. She acknowledges the need for better topology and redundancy going forward.

Lisa Gelobter

percent of the calls were being handled.

Lisa Gelobter

So it made it seem like it was an intermittent issue.

Lisa Gelobter

So I can speak now to what we have figured out around the PSAC2 routers being the root of this specific issue.

Lisa Gelobter

In the time, at the moment, it was not evident that that was the cause.

Lisa Gelobter

And so doing a cutover without actually understanding what was the problem system may not have solved it.

Lisa Gelobter

And so we had to actually understand where to probe so that we could fix.

Phil Wong

Yes.

Phil Wong

Okay.

Phil Wong

Do you know where I'm coming from?

Phil Wong

Like, if PSAC 2 is down for any reason, if there's even a small percentage of calls

Phil Wong

are not getting through, there should be a backup system with the original firmware, the original configurations, the original Cisco rules that you can switch on and be up and running.

Phil Wong

I mean, this is true for disaster recovery.

Phil Wong

I mean, what am I missing here?

Lisa Gelobter

We didn't know that PSAC 2 routers were the issue until 9.50.

Phil Wong

Thank you.

Phil Wong

Thank you, Chair.

Carmen N. De La Rosa

Thank you, Councilmember Wong.
