Chair Louis questions Stark on development timeline

New York City Council · Sep 9, 2026 · starts 0:30:41 · 1 min 1 sec

Chair Louis asks about the development timeline. Stark says each building will be on its own timeline, pre-development work will begin right away after approval, but cannot specify when shovels will break ground.

Farah N. Louis

What is the development timeline for all of these buildings?

Unidentified speaker

Each of them will be on their own timeline.

Unidentified speaker

I mean, certainly it's been a very long process.

Unidentified speaker

As Council Member Ressler had mentioned, I mean, it goes back even five years even prior to that as people's heads started to turn on this.

Unidentified speaker

can't say that shovels will go in the ground in the next three weeks, but once this project or this rezoning matter concludes, should we be so fortunate to have it work out as originally anticipated,

Unidentified speaker

the teams intend to begin the process right away, most notably because, and if we had more time, we would talk about it, there have been a number of commitments made in response to some of the findings in the environmental review.

Unidentified speaker

We need to get underway with those commitments in order to ensure that there are no delays during the construction periods.

Unidentified speaker

for the schools and for the new residential buildings.

Unidentified speaker

So work will begin.

Unidentified speaker

We will call pre-development work pretty much right away, but I can't say when true shovels will break ground and COs issue.
