Public Testimony

Public testimony: Reggie cites Lambert Houses displacement and 1,100 violations

New York City Council · Sep 9, 2026 · starts 3:31:27 · 2 min 22 sec

Reggie asks the council to vote no, citing Phipps's record at Lambert Houses where only 60% of original tenants returned after redevelopment. He notes over 1,100 HPD violations at Phipps properties, calls them one of the worst landlords, and advocates for affordable homeownership and co-ops.

All right, we'll now hear from Reggie.

Good afternoon.

Member of the Public - Reggie

Can you hear me?

Farah N. Louis

We can hear you.

Farah N. Louis

You may begin.

Member of the Public - Reggie

Okay.

Member of the Public - Reggie

I'm pretty much going to have to piggyback on pretty much what a lot of the representatives from the community has spoken on, especially that of Ms.

Member of the Public - Reggie

Hurley.

Member of the Public - Reggie

I would like to ask the...

Member of the Public - Reggie

the fillets to really vote no for the Sojourner Truth makes reason.

Member of the Public - Reggie

And the reason why is that because we have some obstacles already with FIP's condition.

Member of the Public - Reggie

When you talk about what they're doing in that particular area,

Member of the Public - Reggie

right then and there with Lambert houses.

Member of the Public - Reggie

They replaced over 740 units and put 1600 on it.

Member of the Public - Reggie

And yet out of that 700 units, they only occupy like 60% of those tenants or back into the units.

Member of the Public - Reggie

Those tenants that were there, those tenants that were there, they already have numerous complaints about the conditions and the quality of life there and in the building.

Member of the Public - Reggie

So here, Frips is getting ready to go over to MAPES and take over that building, and they have violation.

Member of the Public - Reggie

When you look at the city records for a fifth and a violation, they got over a thousand or eleven hundred violations.

Member of the Public - Reggie

Eleven hundred.

Member of the Public - Reggie

Now, that's got to be one of the top worst landlords in the city.

Member of the Public - Reggie

Well, we as I think things can be rezoned in that area.

Member of the Public - Reggie

Without.

Member of the Public - Reggie

Going from R7 to R8.

Member of the Public - Reggie

You can do some of the things that want to be done.

Member of the Public - Reggie

We want economic growth in that community and in this particular area.

Member of the Public - Reggie

We also want some

Member of the Public - Reggie

When you talk about affordable housing, we also want to see some affordable homeowners in there, co-ops.

Member of the Public - Reggie

FIPs can do that.

Member of the Public - Reggie

They can work with it.

Member of the Public - Reggie

They did that in the past.

Member of the Public - Reggie

Also, one more thing.

Member of the Public - Reggie

Thank you.

Council Staff

Your time expired.

Member of the Public - Reggie

Okay.

Member of the Public - Reggie

Thank you.

Farah N. Louis

Thank you, Reggie.
