Council Member Schulman introduces Intro 1060 on 311 jail complaint transparency
Lynn Schulman introduces Intro 1060, requiring DOITT to create a dedicated 311 service request category for complaints about conditions in city jails, and publishing records of these requests to improve transparency and accountability.
Councilmember Lynn Shulman, followed by Marano.
Thank you, Majority Leader.
Today I am introducing Intro 1060, which takes
a common sense approach to making complaints about conditions in our city jails more transparent and easier to track.
Currently, when an individual incarcerated in our city jails has a complaint about the conditions of their confinement, there is no clear or transparent way for that complaint to be tracked.
These complaints can get lost within the Department of Corrections internal system, making it difficult to know whether an issue was addressed, improved, or if the complaint even reached the appropriate personnel.
This legislation would require the Department of Information and Technology and Telecommunications to create a dedicated 311 service request category for complaints and service requests related to conditions within our city jails.
It would also require the city to publish a record of these requests and update their status.
Everyone deserves to be treated with dignity, and that includes people who are incarcerated.
This legislation is about creating greater transparency and accountability so that we can ensure our city jails are humane and habitable.
Thank you, and I want to thank the early sponsors on this, Tiffany Cabon.
Selvena Brooks-Powers, Carmen De La Rosa, and I want to urge my colleagues to please sign on to this.
Thank you.
Thank you, Councilmember.
