Councilmember Wong presents his legislation and describes amendments
Phil Wong thanks Chair Gennaro and describes Intro 804 as a small bill with big quality-of-life impacts. He explains fixes made since the April hearing, including measuring lumens at the nearest neighbor's window, limiting the regulation to low-density districts, and adding a cure period.
Okay, thank you, Chair Ressler.
First, I want to thank Chair Gennaro for your support on this bill.
Certain lights, including lights for construction safety and decorative light displays, like Diker Heights, would be exempt.
Intro 804 is a little bill that will cause a big improvement for the quality of life for millions of New Yorkers, and this pertains to private one- or two-family homes.
Previously, there were a lot of discussions on some fixes to the original bill.
So the fix has now been implemented, and it provides clarity on allowable lumens
to be measured at the nearest neighbor's window, which clearly limits this regulation to low-density residential districts and allows a cure period.
So I thank you, everyone, and the members of this committee for moving this bill, and I hope this will get passed out of this committee.
