Morano asks about NYPD strategy for intervening after a second felony assault arrest to prevent a third. Hout confirms commanding officers coordinate with DA offices on violent felony arrests, and Morano asks about measuring success of these strategies.
Inspector, you testified that 263 individuals have each been arrested at least three times for felony assault this year.
In response to the chair, we just learned that repeat offenders are responsible for, I believe you said 20% of felony assaults.
That's one out of every five felony assaults.
So my question is, if I understand the numbers correctly,
And if I don't, please correct me.
Does the NYPD have a specific strategy for intervening after someone's second felony assault arrest in order to prevent a third?
Do you coordinate with DAs to flag these individuals for particular attention?
Are you measuring the success of any of those strategies by the number of repeat arrests or by reductions in subsequent victimization?
Yes, we are.
The commanding officers are in touch with the district attorney's office each time a person is arrested for a violent felony, and they're ensuring that work is together with them.
