Y. Jennings testifies on stalking and police response failures
Y. Jennings testifies about a 20-year stalking issue, describing being electrocuted at her residence, experiencing two heart attacks, and being unable to get NYPD to take incident reports. She references the Creep Act Bill and asks for help from Chair Feliz.
Hello, Ms.
Jennings.
Thank you so much for joining us today.
Yeah, you may begin when you're ready.
There's a saying, how do you know your staff have your best interests?
I saw you, Honorable Sir, July 16th, and I showed you some pieces of paper, and you said to reach out to you.
And I have over 10, 12 times, because you said you would meet with me.
But I guess you've been very busy.
It's a stalking issue.
It's 20 years now.
I don't understand it.
I wrote down some notes, but I'm lost with the notes.
I can't even, I'm so overwhelmed.
You know anything about these phones?
If you found out about these phones and these computers, you wouldn't be happy.
Con Ed came to where I'm staying.
And I had complained about electricity.
And they didn't find any electricity except in the room that I'm at.
And you could hear it, like popcorn.
And I sent you emails, everybody gets the same email, about being electrocuted.
I couldn't hear when they turned the device on, there's a humming sound.
I can't take a third heart attack.
My second heart attack started in the morning.
And time the ambulance came, it went to 156.
And in the hospital, I was left for dead.
At 3-something in the morning, the pressure went to 2-something over 107.
And nobody was in the ER.
And they marched around like they're doing outside here.
And I don't understand any of that.
I'm now very sick from that.
But I wanted to speak to you about the stalking because I don't quite understand it.
There's something called the Creep Act Bill.
I think it's passed in the Senate and the Assembly, but it might be on Governor Huckle's office.
I'm just lost today.
I had planned to speak, but I just watched the NYPD that when I try to reach out to them about the stalking and the harassment, they stand and watch people grab and reach at me.
They stand and watch.
And when I try to go to the precinct to make a complaint, when I went on September the 10th, Ms.
Thomas was supposed to be taking the message, but the officers just marched around, and my head was down like you saw me today.
I kept my head down.
I never got an incident report.
But I left with a pain that was over my heart from 3.15 to 7 p.m.
That night.
Never got an incident report.
And I just listened to the NYPD.
They're really interesting.
I can't imagine what they're good for.
I have no idea because I'm enraged at it.
So enraged that the 5,000 letters that go to every bus and train camera have gone to four presidents, and I've asked all of them who will protect me.
Yes.
The police stand and watch as people grab and reach at me.
And when I approach the police, they walk away.
Under the camera at booth R145, 2-3 train.
The other day I was down the street to Jana Lever's office.
Yeah.
And I was down there and I spoke to Lisa Lee because I can't walk.
I'm excruciating pain in my knees.
And I asked, where do these emails go?
Where are these complaints going?
But I had asked you if we could meet, and I still haven't gotten to meet with you, Honorable Oswald.
I thank you.
Anything you can help me with?
Thank you so much.
I think my team should have your info, so we'll make sure to get follow-up.
Thank you.
Thank you so much for joining today.
We will now turn, I don't see anyone else signed up for in-person testimony, so we'll now turn to virtual panelists.
For virtual panelists, once your name is called, a member of our staff will unmute you and the sergeant at arms will set a timer and give you the go ahead to begin.
Please wait for the sergeant to announce that you may begin before delivering your testimony.
I'll now call the first person signed up.
Glenn Balofsky.
You may be ready.
