Staff calls the hearing to order and announces procedures

At this point, I'd like to remind everyone to silence their electronic devices and at no point is anyone to approach the dais.

If you would like to sign up to testify in person and have not filled out a form yet, the forms are located outside in the hallway with the Sergeant at Arms.
