Thank you.
Good morning.
I'm Councilmember Susan Zhuang, Chair of the New York City Council's Committee on Aging.
I want to thank you all for being here today for this important oversight hearing on senior citizen rent increase exemption, we call SCRI, and the disability rent increase exemption, DRI.
I also want to say thank you to my co-chairs, Council Member Shahana-K.-Hanif of the Committee on Disability and Council Member Linda-Lee of the
Committee on Finance for holding this hearing joint with Committee on Aging.
We are also hearing several bills, including a number in the committee.
Including a number in the Committee on Aging, in charge of 1011, sponsored by Councilmember Mealy, could require owner to disclose information to city before evicting older adult's tenant.
That information could include the name, address, and the phone number of the older adult's occupant.
It could also require HPD to provide information to those tenants about available legal assistance.
Pre-considered intro number T2026-2546, also sponsored by Council Member
Also required DFTA in consultation with cabinet for older New Yorkers to develop an informational
toolkit about programs, benefits, and the services available to older adults.
Proposed Resolution 55A, sponsored by Councilmember Caban, calls on New York State legislation to pass and the governor to sign S.
2220A-5232, which would allow municipalities and localities
localities that have a senior citizen rent increase exemption program to establish an automatic
enrollment program for eligible seniors to be automatically enrolled or automatically re-enrolled in the program.
Resolution 512, which I have sponsored, could call upon New York State to pass and the government to sign as
4252-810721 to provide for continuation of senior citizen rent increase exemption or disability rent increase exemption benefits.
After a peer of ineligibility due to a head of a household
called temporary increase in income.
And finally, proposed resolution 610A, which I also
sponsored, could call on New York State legislature to pass and the government to sign legislation authorized the city of New York to provide the full exemption
from real estate exemption taxation to homeowner eligibility for the senior citizen homeowner exemption.
And those household only source of income is social security.
