Q&A

Dinowitz asks what structure DOE will use to review rubrics for rigor citywide

New York City Council · Sep 22, 2026 · starts 1:45:17 · 2 min 9 sec

Dinowitz asks what level—school, superintendent, or central—will review rubrics. Cheng outlines the sequence: state standards, DOE academic guidelines, curriculum team quality review, and backward mapping from Portrait competencies.

Eric Dinowitz

And I just, that was the easiest answer you ever got.

Eric Dinowitz

And I just want to make sure, certain schools report that in the past, rubrics were submitted to the state for a rigor review.

Eric Dinowitz

What structure does the DOE anticipate?

Eric Dinowitz

And at what level, school superintendent central, for ensuring the rigor?

Eric Dinowitz

Is it?

Eric Dinowitz

I heard you say you review his rubrics for the portfolio-based assessment.

Eric Dinowitz

Your goal is to review all of the rubrics across the city centrally?

Alan Cheng

So I think I want to outline sort of the sequence of things and the system that has to be in place.

Alan Cheng

The state education department sets out the state standards.

Alan Cheng

And for a long time, they've set an exit exam for specific courses.

Alan Cheng

But you know what we will do here in the city is to be able to work with our Office of Policy and Evaluation.

Alan Cheng

We lay out really clear academic guidelines.

Alan Cheng

We have our curriculum and teaching team that works with our teachers and our schools to be able to assess the quality of each of the content.

Alan Cheng

And within that, what we're layering on is that as part of this transition, the state has said across our portrait of our graduate competencies, these are specific.

Alan Cheng

Proficiencies that are critical for students to be able to find ways of mastering over time.

Alan Cheng

And so what we're excited about doing is to be able to work collaboratively with our schools to be able to say, once that language that the state is able to put out,

Alan Cheng

And then we can then begin to backwards map and say, well, what is the progression for us to be able to get there?

Alan Cheng

We know that this does not only occur in high school.

Alan Cheng

We need to be able to develop research skills in elementary schools as well as middle school.

Alan Cheng

That then results in a set of standards and progressions that is tailored to each of our grade bands.

Alan Cheng

From there, we will work collectively with our schools to provide the...

Alan Cheng

necessary training and norming around what are the different ways that students can use to be able to demonstrate mastery of that particular skill over time.
