DSS describes landlord complaint process and pain points

New York City Council · Sep 22, 2026 · starts 1:32:32 · 1 min 58 sec

Hudson asks how landlords submit complaints and what pain points DSS hears. Reed says landlords can use the landlord portal and a new DSS web-based form, and cites timeliness, transparency, and payment types as common concerns.

Crystal Hudson

And how do landlords currently submit complaints regarding administrative issues with rental assistance payments?

Andrea Reed

Thank you for that question, Council Member.

Andrea Reed

So currently, landlords are able to submit their complaints through the landlord portal.

Andrea Reed

And just hot off the press, we now have on the DSS website just about two years ago.

Crystal Hudson

Heard it here first at the New York City Council.

Andrea Reed

There's a web-based form, and so there's a link that directly sends that to part of the reorg.

Andrea Reed

We have the stakeholders outreach and engagement team that is specifically developed to support landlords around this issue.

Andrea Reed

And so now they're able to submit their increase to us that way.

Crystal Hudson

Awesome.

Crystal Hudson

Thank you.

Crystal Hudson

And what are the common pain points you hear from landlords who participate in rental subsidy programs?

Crystal Hudson

And I will be glad to share some of those I've heard directly from landlords.

Andrea Reed

Thank you for that question.

Andrea Reed

I want to say that, you know, when you think about the housing journey, there are different touch points.

Andrea Reed

So certainly at the front end, landlord, all of what you talked about, timeliness.

Andrea Reed

and transparency.

Andrea Reed

And then on the back end, it's about the payments, which we have shared the dependencies on the various payment types.

Andrea Reed

So those are usually the concerns that we get.

Scott French

And I'll say the tech enhancements that we're doing on the systems we've talked about today, many of them are directly in response to issues we've heard from the landlords to increase transparency, access to information, and understanding where is something in the process.

Scott French

So I think when we follow up with, right, what are those enhancements and when are we going to see them, that will probably give you an additional insight into.

Scott French

What we're trying to do to sort of expand and improve that type of communication and understanding of what's happening.
