Rose Nagel-Indigoyen explains records are scheduled by function, not format
Director of Records Management Rose Nagel-Indigoyen explains records are scheduled by function rather than format, that instant messaging is intended for brief communications with zero retention by default, and that users must move substantive messages to preservable formats.
I want to pass it over to the Director of Records Management, Riznagel Indigo.
Indigo Yen for some deep explanation here.
Thank you.
So thank you for the question, and thank you, Commissioner.
Records are scheduled according to their function, not according to the format in which they exist.
And that is true for all records.
The format of instant messaging is intended for instant messages, right?
Short communications that convey a brief message.
The format does not provide the opportunity for preservation natively in these applications for the most part.
So the policy of the city of New York, the 2025 policy, as our commissioner indicated, states that by default, these messages
that a person would choose to send in this format is considered to be transitory and has a zero retention period.
If somebody finds that they have
created a substantive message in this format.
They are charged.
with the responsibility of moving it to a format that allows for preservation and access.
